Maybe what I say sounds very stupid, but didn't You make 
double "repligard -i admin.xml" process by any mistake?
AFAIR double replcation didn't doubled all records 
except admin person. I had similar problem 
with upgrading , admin person existed twice in database
so I had to remove or change old admin data to could make anything.
