Had the same problem yesterday.
The answer of my prefered sysadmin who did the job :

The doc says to add in file:
/etc/httpd/conf/httpd.conf
the line:
Include conf/midgard-data.conf

but we needed to add also this one:
LoadModule midgard_module   /usr/lib/apache/mod_midgard.so
