The point is that our laws says that if You make something for somebody 
or give something to somebody, and that something is used to be payed,
,and You make or give it for free, you should pay tax for that.
I wonder cause free software and open source software never used to be payed for.
And the more stupid situation is that we just bought some software for sell , and
this software is(was) tax free. And today nobody (even local IRS) knows what to do 
with that.
Pay or not. (Hamlet should know) :)
Going further - every local tax office has own theory about goverment bill, You can 
not know
what You will meet tomorrow....
And Yes , few companies payed taxes for open source software before , but that was 
their 
mistake, cause they putted the software to TB (Tax Box in this case , cause I do not 
know how it calls)
with 0.00 price.
