We will need some more info to be able to help you.

What version of Midgard did you install?

What options to ./configure for lib, mod, php if from source?
Are you using mod_midgard-preparser or 'old' mod_midgard?
What is in you httpd.conf and optional included files related to
Midgard?

Please set LogLevel debug in httpd.conf, to get more intresting output
in apache's error_log, and let us know what it is saying.

wkr,
