If You running unstable , make apt-get update and upgrade 
You can not install new packages on not upgraded system 
that's the debian logic

I see no problems :)
Just download midgard-php
cd untared midgard-php
chmod 711 debian/rules
debian/rules binary

Should be build against php 4.1 if You do not want to make any update
