My apache was installed from redhat rpms.
I can find everything u mentioned. I also tried to
put mod_midgard.so into /lib, and changed the configuration line
in httpd.conf accordingly. It still gives me the same error msg.
Are there any other reasons?

If it's from the RPMS, does your
/etc/httpd/conf/httpd.conf has a line that says
something similar to:
LoadModule midgard_module mod_midgard.so
And do you have a mod_midgard.so located in your
/usr/lib/apache/ directory?
If it's from the source tarball, can you find the
above in your /usr/local/apache directory?
