We had this discussion more then once.

The old consens was:

An empty name is perfectly fine, because it is unique.

For Articles, the empty name uniques restriction is lifted, because you
often need articles which are indexed not by name but some other
criteria. (Do you remeber the Trouble you had once with a change there
where you were forced to use timestamp+pid pairs?)

Administration Interfaces should display the _title_ anyways, because
this is the usual official title of the document.

I could give in on disallowing empty names for anything but articles,
but there it should not be changed again.
