Yes. /tmp is 777, so anyone can write to it.

Your're right that nadmin is not an "official" part of midgard, but the 
patches are distributed through the midgard site. Therefore, the 
documentation  should be sufficient to apply those patches. The current 
info in the install.txt ("Apply them to the module, recompile
and you should be fine.") is definitely NOT enough. And it would help 
midgard getting more attention if developers would provide complete 
install infos ;-)
