I assume You didn't recompile midgard-php with that option?
I do not remember all Makefile's options for midgard-php, but after
compiling PHP4 with "--enable-debug" You should untar midgard-php 
sources to another dir and make new fresh compilation.
It looks like either php was recompiled "some kind from some cache"
or midgard-php was.
