Concepts like "sharing development risks/costs" and
"not really a competitive advantage to keep it proprietary"

Another Novell integration scheme I've looked at is using
Novell iChain for access control. However, you still need
the person objects in Midgard.

You need to be authenticated to create anything in
Midgard. For creating users, you need to be authenticated
as the sitegroup (or SG0) admin.

You can add authentication to your code with the following
(call before calling $person->create();):
