I think you are going to find from the ROI analysis that UserLand's Manila is in a class by itself (cost, leading edge technology, ease-of-use, no lock-in approach, interoperability, etc.). It really depends on usage. Given Manila's low cost and easy management, it is very easy to decentralized the CMS problem. Basically, UserLand provides a complete solution for your CMS needs in a package that costs less than $1,000. It is extremely easy to install and configure. There isn't a requirement for extensive customization by consultants to get up and running since Manila comes with all the functionality you need right out of the box. Given Manila's scalability (each Manila server can support hundreds of thousands of page views a day) and feature rich functionality, there really isn't any need to spend lots of money on content management anymore (this is an old story in the software industry -- expensive componentized systems eventually give way to out of the box solutions). UserLand's approach in building our products has been to make the system easy enough to administer that even non-technical people can set it up and use it.
