It could well be that default permissions in Apache actively block
access to these directories. Newer Apaches default to everything but the
DocumentRoot as off-limits. I haven't done a fresh install of apache in
ages, just upgrades, so I don't know what a 'modern' default setup looks
like. Someone around that can share?
