When I create a blank page and upload the zip through the image/attachment
popup, it just gets placed in the attachment folder as a file that can be
linked from within a Page as a downloadable link.

It doesn't seem as though my question has come out as clear as I had
hoped. What I'm curious about was what the functionality of the "Import
from a File".. Websites -> Page -> New -> Import from a File. If in fact
this means that I can import a Page from a file, then what are the
requirements of the contents within the file (tgz, tar, zip) that will
allow me to import successfully?
