Maybe not if you have same configuration for both Aegir and MidCOM.
It seems that the image is not sent since the f_file variable should contain the uploaded file... Actually the problem is not if the file is sent but why the server doesn't process it?
Check your php.ini for "file upload" configurations.
Obviously file uploads should be turned on AND check also the maximum file size (you have tried to upload the same image with MidCOM and Aegir, right?).
Which MidCOM version you have?
