Pages do not need to be declared active to accept HTTP params (or POSTs), the "active page" is much more powerfull concept http://www.midgard-project.org/documentation/concepts/host_and_page/
So there is propably some trouble with midgard-php (or mod_midgard-preparser if you have that installed in stead of the plain version) on your system. Check the error logs, you might want to temporarily set to logging level to debug.
