Well, 207.195.58.31 doesn't look like internal one but it is not a point.
Point could be that you NEED NameVirtualHost. Moreover, if you say

<VirtualHost 207.195.58.31:80>

then you need to say

NameVirtualHost 207.195.58.31:80

Note the :80 in NameVirtualHost it does matter.
