[midgard-user] my apxs is broken!

Hello, I am trying to install the midgard cms, and I have made it to the 
installation of mod_midgard.
I am having problems with the  ./configure --with-apxs=/usr/sbin/apxs
command. When I run it, I get an error saying that: configure: warning: 
Your apxs seems to be broken (CFG_LD_SHLIB not defined)
I am running  redhat 9 and apache 2.0.
Please let me know how I can fix the apxs.
