Running Midgard (and especially most core Midgard Applications like
MidCOM) in other charsets then us-ascii and/or latin1 is not easy.
First, you have to recompile Midgard with UTF8 support (the core calls
it "russian parser", then you have to adapt all applications you write
to use this. You should also note, that PHP is completly (!) ignorat of
charactersets, which doesn't make things easier.

So, basically, UTF-8 should work, but you should get in check with our
Russian fellows here for details.
