if I enbale multilang/page-owner can I still use it with an *old-style* Midgard database without multilang tables?
No.
Which Admin Interfaces support multilang? Aegir and SpiderAdmin? Asgard probably not.
Multilang support hasn't yet been integrated in the free admin interfaces. WebInOne supports it but isn't free.
But any admin interface will happily work with a multilanged DB, you just won't be able to use the multilang functionality (unless you use the API).
