I remember seeing this question at times, now I had to find out myself
whether it really is impossible as people testing with php_value "found
out"...

It is possible, however one must use the correct commands (see
http://php.us.themoes.org/manual/en/configuration.changes.php)

Example:
~    php_admin_flag  register_globals on
~    php_admin_flag  magic_quotes_gpc off
