Nothing I could see, either in apache2.conf or any "Include"ed files. Even
copied the /etc/apache2/apache2.conf file from the working server to eliminate
any such variables; nothing.

Permissions created by datagard appear to be identical on both servers.

I just purged all things midgard-related on the 'sad' machine, including dumping
the database, and am apt-get installing and datagarding from scratch. I noticed
that while installing the database again I get the following error a number of
times along the way:

  repligard-CRITICAL **: Error logging into Database

After a complete reinstall - still same error.

Thanks for the assistance; I guess this machine just doesn't like midgard.
