The file is there and it says: turbo:/# more /usr/share/doc/midgard-data/README.Debian This package is built for Apache2. If You need Apache1 support, you should edit /usr/share/midgard/datagard/datagard.conf file.
Run /sbin/datagard command to initialize or update database. This tool may be used also for creating Virtual Hosts config files.

It supports caching abilities for midgard sites, and better error handling and debugging facilities. Provides midgard-apache1 from midgard sources. turbo:/# --

Did you have debconf message while installing midgard-data? There is also file /usr/share/doc/midgard-data/README.Debian.
