The file is there and it says:
turbo:/# more /usr/share/doc/midgard-data/README.Debian
This package is built for Apache2.
If You need Apache1 support, you should edit
/usr/share/midgard/datagard/datagard.conf file.

Run /sbin/datagard command to initialize or update database.
This tool may be used also for creating Virtual Hosts config files.

Also there is nothing in libapache-mod-midgard/README.Debian:

Did you have debconf message while installing midgard-data? There is also file /usr/share/doc/midgard-data/README.Debian.
