"Insert attachment" would do, I think :)

Summarizing, you want to have a kind of browser that handles attachemnts
listing and insertint them into document. I can imagine that... it should
recognize file type on mime and, when clicked, issue proper insertion window
with parameters appropriate for given mimetype ex. simple URL title for
binary or Flash parameters for .swf's.
