This one comes from older midgard installation.
$sysconfdir is badly used for repligard.conf
or maybe other way : there is no one way of using $sysconfdir in midgard-core

Yes, if midgard-core was compiled with /usr as prefix.

Datagard uses always one repligard.conf which is located always in one 
directory ( follow $prefix).
You may always set own repligard.conf file using '-c' switch.
