Short answer: yes.

Long one: Midgard application server itself is more of a framework, for
example MidCOM (Midgard Components, which now is the tool of choice for
making websites/intranets etc) is a Midgard application (written in PHP).

Midgard (or MidCOM) in fact does not have "look" in itself since much of
the layout (style) can be and is customized on per website basis, MidCOM

I know none, especially if you refer to the midgard core workflow
module/patch (I'd think it has fallen behind times).

As for document management etc you probably want to check out OpenPSA
(www.openpsa.org), which we're curently refactoring to use the MidCOM
(which provides a lot of handy services) rather than being a fully
custom application that just happens to use Midgard as the application
server.
