I'm going to answer my own question :)
once I removed my plugins stanza out from underneath
pluginManagement, all was fine.

I always get this error:
The plugin 'org.apache.maven.plugins:maven-xmlbeans-plugin' does
not exist or no valid version could be found
this seems weird because the plugin is defeined as xmlbeans-maven-
plugin not maven-xmlbeans-plugin. Is the standard maven repo
conflicting somehow? Anyone else seeing this?
