Hello,  I think that your problem is in tomcat's configuration.

 Here is the configuration that I'm using in one of my projects ( note:
conf/tomcat-users.xml ):
  <role rolename="standard"/>
  <role rolename="manager"/>
  <user username="myuser" password="mypass" roles="standard,manager"/>
