no idea, I didn't personally used webstart much or at all. It could be
related to the changes in the platform between 6.7 and 6.8 that are not
reflected in the nbm maven plugin, or you might be missing some modules in
6.8 that were not present or mandatory in 6.7. if you have a sample project
setup, please file at http://jira.codehaus.org/browse/MNBMODULE
