I took a different route. I have a master licenses.xml, and svn externals to 
link it into the ./src/license directory for each project. That way when a 
developer adds info it will show up in all projects.

Did you ever find a solution for this?

I noticed the Mojo team just released a new version of the plugin: 1.6, and I 
wondered if there were any new features that would help.
