You should at least get the usage printed:

$ bin/nutch inject urls
Usage: Injector <crawldb> <url_dir>

Well, this is the usage. Usually we do:

inject crawl/crawldb urls/

The crawl directory is then the directory in which we store all our crawl 
data.\
