Can we skip filtering at injection time and apply at fetch time only

Hi , Using nutch 1.10.

Can we skip filtering at injection time and apply at fetch time only ?
I see the filters defined inside regex-urlfilter.txt get applied at injection 
time want to skip at injection time and apply at fetch time ..
