Inject command re-inject seed URLS.

Hi All
When give INJECT command to inject  seed Url in MongoDB with default 
refetch time (30 days).It works fine but when Injecting the same URLS 
again then previous state of seed URLs changed and they all are 
re-fetched.I am confusing whether it is bug or not?
