The answer is very complex to give but here is my method to make quick evaluation for customer project costs. To evaluate if a open source ERP solution is better than a proprietary ERP solution for a customer, I ask to the lead its budget and number of end-users.
Then you can evaluate the open source ERP solution budget between 2k euros and 4k euros per end-user. This budget includes : training, implementation, development, deployment, technical assistance. The difference is due by features to implement, new features to add, availability and skill of customer project team. Then with the customer tender, I can evaluate in details the project costs. An open source ERP can take between 4 to 12 months depends to customer team availability and skills, amount of data to load from old systems, features to implement or develop, ... Training costs start from 250 euros / person / day. Maintenance and support is a ratio calculated with number of users, number of implemented business components(manufacturing, order, finance, ...) and customer specific files.
