Forums would be managed by the Content infrastructure, and there is an example in ecommerce.
Trouble tickets are called Requests in OFBiz and the main place for them is in the Party Manager. For customer public facing stuff I'm pretty sure the only UI that exists is for a Request for Quote (as opposed to a Request for Support, etc).
