TortoiseSVN should and does work very well. Sometimes people have to use
the https access for checkout due to proxy servers and other issues
between them and the server.

SVN access is open and working for all and I would urge you to continue
pursuing getting it working for yourself using any tool you can as
support on these forums for old versions like v3 is harder for all
involved. It generally leads to less answers for your questions and a
majority of answers that will suggest you upgrade "cause it's been fixed".
