Yes, this is true. Unless the software is explicitly contributed to OFBiz (most easily done through Jira) it can NOT go into the project. Ie if someone creates an add on component and drops it on SourceForge, and even licenses it under Apache 2.0, we can't touch and it is not legal to bring it into the project.
