The problem appears to be that you don't have any catalogs set up, but also the screen shouldn't crash even if that is the case so I've fixed it in rev. 602008.
In future please mention what version of OFBiz your are using, this had already been fixed in the trunk so it took me longer to figure out why you were having a problem.
