You also want to set Product.requirementMethodEnumId = "PRODRQM_ATP" for all products. Alternately, you can modify the two services that deal with this to always do it depending on the store setting (which is what I did) (RequirementServices.java createAutoRequirementsForOrder() and createATPRequirementsForOrder)
