Case, No matter in which screen you are, before creating the order you can use "Order Items" link and go to Show cart screen. There on the "Order Header Info" screen you can enter the PO Number.
If you don't want to go to "Show cart" screen, you can add new screen, or a new field in all the screens before order creation. Bilgin
