I think we are talking about different things.  I was talking about over the
counter sales (no shipping).

Were I live, a will-call is taxed at the point of sale.  Thats why I
suggested the facility address.

It could very well be different in other locations, but I shouldn't think
that it would be the customers billing address.  I know for a fact that if I
buy something in California with me standing at the counter for example, I
will be expected to pay the California sales tax rather than my own local
Washington sales tax.

If I ship something out of state, I am expected to pay the sales tax in the
destination jurisdiction.

Washington authorities are miffed that their residents frequently drive to
Oregon to get a lower sales tax rate.

I believe there are legal guidelines for this sort of thing... and if
there is no shipping address then the customer's billing address
should be used.

It seems like using the company's (vendor's) ship-from address would
be problematic...

On the other hand, if I remember right digital goods (or other non-
shipped products) are sometimes not taxed, so you should check into
that.
