Taxable shipping

Hi,

I have a situation where shipping amount of an order is taxable (VAT) at 
the same rate as product. I have been searching around if we can 
configure shipping amount in tax calculation but did not find any. When 
way to do this is to use "shippingPricePercent" field of 
ShipmentCostEstimate. Is there any other better way to achieve this?
