I don't recall a specific discussion on enabling the menu tabs, but the general feeling at the time was that the special purpose applications would have the main menu tabs turned off and they could be enabled if anyone wanted to use them.

It doesn't matter to me personally.

It was that way originally, and in one of my previous commits I accidentally changed it to true.
