I think 'auto-save' functionality is disabled in the above link you have given because of which the contents of the cart doesn't get stored for a particular user. So, if he logs out and logs back in, his cart is empty.
I think what the author wants is for the cart items added before logging in (as a guest user) to be added to the cart items which are loaded for the user after logging in from his previous session.
