As I said that ProductStoreRole entity is used to set the Role based permission. ProductStore comes at the top in Hierarchy of (ProductStore --> Catalog --> Category (& Subcategory) --> Product). So you can set the permission for the user (with specific role) on the ProductStore and put your catalog inside it. I am not sure if any entity exists to set role based permission on Catalog and Categories.
