Manual order item adjustment(not of type promotion)

Hi,
Is there a way to create manually orderAdjustment for orderItem which is
Not of type "PROMOTION_ADJUSTMENT" but something else, for example -
user defined orderAdjustmentType "DISCOUNT_ADJUSTMENT"? As far as I see
there is similar functionality for Quotes, which is pretty good but I
could not find such for OrderItems.
