I will answer my own quesion:
When in the purchase order entry screen, you can select Requirements
from Quick Links. Find your requirement and add the item to current order.

available in the inventory.
This is used for drop shipping. It allow to sell a product you don't
have in inventory. It overrides the store setting.

product is at a minimum level?
You may have automatically created requirements when products is at
minimum level. Then it is possible to create a PO from requirements only
with 2 clicks.
