I will answer my own quesion:
When in the purchase order entry screen, you can select Requirements
from Quick Links. Find your requirement and add the item to current order.

opposite , ie for preventing order creation when the product is not
available in the inventory.
This is used for drop shipping. It allow to sell a product you don't
have in inventory. It overrides the store setting.

I also want to know if there's a way to automatically have a PO when a
product is at a minimum level?
You may have automatically created requirements when products is at
minimum level. Then it is possible to create a PO from requirements only
with 2 clicks.
