LAST_UPDATED_TX_STAMP

What is  a purpose for having two (2) last updated datetimes 
(LAST_UPDATED_STAMP, LAST_UPDATED_TX_STAMP).  Every time I run a service 
(any) those stamps are one or two seconds apart.
