Yes you can use <img> tag in ftl .
For e.g

<img src="<@ofbizContentUrl>/images/fieldlookup.gif</@ofbizContentUrl>"
width="16" height="16" border="0" alt="Lookup">

or

<img src='/images/fieldlookup.gif' width='15' height='14' border='0'
alt='Click here For Field Lookup'/>
