The most common reasons for this error are:
1. The locale.properties.fallback setting in general.properties was set
to something other than en, and the specified locale does not exist in
the *UiLabels.xml file.
2. The locale.properties.fallback setting in general.properties is set
to en, and the en locale does not exist in the *UiLabels.xml file.
3. There was a problem reading the *UiLabels.xml file. Maybe the file
was moved, and the applications referring to it were not updated.
