*Resolved* Ugh, so I figured out what I was doing wrong. I was misinterpreting the rule. Instead of using "Product for [Special Promo] Price" I should have been using "X Product for Y Price". I had seen the rule used in one of the promotion examples, but was thinking of it only in the context of a bulk buy.
